There are shortages, in terms of how much new oil is actually arriving and filling national inventories. The prices are being kept manageable at the pump by doing tricks like emptying strategic reserves to keep fuel available at the pumps. But those reserves are nearly spent. What’s going to happen soon is that the pump prices will be forced to reflect the reality of the buffer being gone. Further, even if the tap went back to full speed tomorrow (it won’t, and actually can’t for various reasons ranging from physical damage to fields to ships won’t immediately sail through the Strait even if they can because operators and insurance will hesitate), a large amount of the new oil coming in would go to refilling the reserves and not end up at the pump. So process will go high and stay high for a while, until actual usage goes down as the economy stalls. So low prices will likely actually be a bad sign in a few months time.
